Report serves as an intelligence gathering support document in order to suggest areas to focus capacity development efforts in terms of issues needing to be addressed, possible approaches and suggested target audiences for the Aspen Institute’s Rural Development Program.
The State Policy program surveyed a range of individuals to determine what are the issues of highest concern, what are the best forms of technical support, and who needs to be the target audience for the support. Within document, Attachment A provides a list of individuals interviewed, Attachment B provides an interview guide, and attachment C provides interview notes.
