Report analyzes the impacts of eight rural initiatives put in place under the Bush Administration in 1990.
The eight include: (1) The Appalachian Regional Commission, (2) U.S. Department of Housing and Urban Development/U.S. Department of Agriculture rural demonstrations in four states, (3) Idaho’s Rural Development Council, (4) Maine’s Rural Development Committee, (5)Montana’s rural medical assistance facilities, (6) Oklahoma’s Rural Enterprise Team, (7) South Dakota’s Agricultural Processing and Export Loan Program, (8) Wisconsin’s Rural Development Coordinating Council. Report highlights obstacles seen in implementation of these programs: bureaucratic inertia, inflexible regulations, concerns about political change, pace of change, and conflicting personalities/lack of mutual objectives.
