Paper examines the economic changes at work in the Great Plains.
The first section documents a number of trends that swept the region in the 1980s, with special emphasis on the relative performance of its rural and urban parts.
The second section considers the implications of those trends for economic policy. The article concludes that the region must face up to an enormous transition problem for some of its people and infrastructure while encouraging development that adds value to the region’s abundant natural resources.
