This book provides insight into successful development finance strategies, focusing on Linked deposit programs, loan guarantee and loan insurance programs, and business and industrial development corporations.

The book traces the evolution of development finance from early subsidy-driven programs to emerging “Third Wave” programs, and outlines the opportunities and limitations of a number of approaches, paying particular attention to the special capital needs of rural needs. It then presents a very practical series of steps to create (or improve) state development finance programs.

In addition, it offers several detailed case studies of successful programs in Massachusetts, Michigan, North Carolina, Arkansas and other states in order to illustrate practical workings of development finance on the ground.
