Purpose of this book is to provide states-and their rural development partners- with some guidance that will better enable them to create and implement successful rural development strategies.
Insights of this book provided by the authors’ experience, as close-up observers’, at the 1990 Rural Policy Academy conducted by the Council of Governors’ Policy Advisors. Book argues that there exists an imperative for state government leadership to play a larger role in promoting economic development in lieu of existing market failures, rural-urban linkages, preservation of a rural “way of life”, and overall economic efficiency.
