Handbook is part of the Investing in People Project (IIP), helped five states—Connecticut, Iowa, Kentucky, Washington, and West Virginia—examine their economic, education, and workforce policies; investigate alternative strategies and programs; and devise and adopt strategies to better meet the competitive demands of a global economy.

Purpose of this handbook is to describe the methodology of the Investing in People Project; describe what happened to the state teams during the project; summarize what the teams achieved; and distill lessons from other states that may wish to consider undertaking such a project.
